I've got my incoming primary fiber connection and a DSL connection. I need some ideas about how to alert me that one of them is down. I've thought about build a script to ping out, swap ifconfig settings if down, then bring up the other connection, but that is messy.

Is there a better option?

Use the alert correlation, or create an script to check both and report 1 only if both are up, and individual checks for each link.
