when something is wrong, babel can sent email, or SMS, or call program to notify user

Nope.
But do you think that's worth? You're going to have something wrong (security-related, i mean) for sure, so...it's impossible to manage that, you'll recieve thousends of mails or just sms...
Babel has not been build for sending alerts, it's not a monitoring (if you actually want that, try Pandora: http://pandora.sf.net ). It's a security auditing tool :-)
