Configuration of PHPRadmin User

I've got PHPRADMIN working correctly with MySQL using FreeRadius to process Radius Authentication requests.  I would like to configure PHPRADMIN accounts that have the ability for Password Resets for radius users, but do not have access Clients/NAS section.  The only workaround I see is to grant them Administrator access, but this results in them being able to restart the Radius Service and Configure NAS/Clients.  Is there a section of code, that I could modify to grant the User role to have access to the Users tab but not the NAS/Clients or Options tab?
