There is a special Pandora Agent for Windows... the problem is there are huge problems when it comes to install Pandora Console and Server in Windows... it is possible, though... but not really useful... You will only manage to exploit all its potential if you install the last ones in a Linux OS (documentation says the oficial distro for Pandora FMS is SUSE Enterprise cause of something :P)
You can have Windows agents sending data to Pandora Servers in Linux without any problems.
Additionally, I have to tell you that this kind of installation is not officially supported by the development team, so if you wish to continue, you will be on your own and at your own risk.
Another guy tried it a long time ago, but we don't know whether he succeeded or not...

There's also an installation guide for Windows but it dates from version 1.2... Pandora has nothing to do with that nowadays.
My Advice: get a Linux server working (if it's SUSE Enterprise, better, but you shouldn't have any problem with Ubuntu, Debian, Red Hat, CentOS... either) and install Pandora Console and Server there... then get your Windows Agent and make it aim to the server IP and restart it.
